根据我局《关于进一步加强食品质量安全监督管理工作的通知》（国质检监函[2002]282号）和《加强食品质量安全监督管理工作实施意见》（国质检监[2002]185号）的规定，经我司审核，现公布天津市产品质量监督检验所等14个质检机构为第三批承担小麦粉等5类食品质量安全的发证检验和委托检验工作的单位。质检机构名录及检验范围详见附表1。
鉴于机构调整等原因，经核准浙江省产品质量监督检验所等质检机构的名称及承检范围予以变更。变更后的质检机构名称及承检范围详见附表2。
各质检机构在工作中，应当严格遵守以下规定：
1、在指定的检验工作范围内开展工作，不得超范围检验。
2、承担食品生产许可证发证检验的，应当在省质量技术监督局的指导下，严格按照规定的要求，准确、高效完成检验工作。
3、承担食品出厂委托检验的，应当按照总局制定的《委托检验合同范本》与委托人签定委托检验协议书，并严格按照协议书开展检验工作。
4、承担食品生产许可证发证检验和出厂委托检验工作的，不得擅自将检验工作委托给其他检验机构。
5、各地质量技术监督局应当加强对食品质量安全检验工作的指导和监督管理。对违反规定的行为，根据情节依法予以严肃处理；情节严重的，总局将予以通报批评，直至撤销检验资格。
